India’s largest metropolitan regions are entering a decisive phase of urban growth. Mumbai, Delhi, Bengaluru, Chennai, Hyderabad and Pune continue to expand through housing, business districts and transport corridors. Yet the central question is no longer how much these cities can build, but how intelligently they can organise growth without producing longer commutes, congestion and declining quality of life.
Seoul offers a useful reference point. The South Korean capital is intensely urbanised, but its contemporary planning agenda increasingly treats proximity, mixed land use, public transport and public space as parts of the same urban system. Its relevance to India lies less in individual buildings than in the relationship between architecture, mobility and neighbourhood structure.
Indian metros should not imitate Seoul. Their climates, economies and patterns of urbanism are fundamentally different. What Seoul provides is a framework for considering how compact city architecture can turn density into a tool for more efficient and liveable growth.
Density Works Only When Everyday Life Is Within Reach
Compact city planning is often misunderstood as a call for taller buildings and more intensive construction. In practice, successful density depends on the concentration of homes, employment, services, recreation and public transport within distances that people can navigate conveniently.
Seoul’s 2040 Comprehensive Plan formalises this through what it describes as “first-and-last mile locality infrastructure.” The plan seeks to reduce the spatial separation between residence, work and leisure, with everyday functions increasingly accessible within a 30-minute walking environment. It also proposes greater flexibility in land use by moving beyond conventional zoning.
For Indian metros, this distinction is critical. Increasing Floor Space Index or Floor Area Ratio may produce more built space, but it does not automatically create a compact city. If schools, workplaces, markets, parks and public transport remain disconnected, greater density can simply concentrate traffic and infrastructure stress.
A genuinely compact district is therefore defined not only by how many people it accommodates, but by how effectively it reduces the distance between the activities of daily life.

Transit Must Become the Organising Structure of Urban Growth
Seoul demonstrates why mass transit must be treated as an organising principle for development rather than as infrastructure added after neighbourhoods have already taken shape.
A strong metropolitan rail and bus network allows dense districts to function with a level of accessibility that road-dependent growth cannot easily reproduce. Transit stations can therefore become more than points of arrival and departure; they can anchor housing, commercial activity, pedestrian networks and public amenities.
India has already recognised this principle at the policy level. The National Transit Oriented Development Policy calls for high-density, mixed-use development within roughly 500 to 800 metres of transit stations, supported by pedestrian access, non-motorised transport and public space.
The challenge is translating that framework into coherent neighbourhoods. A metro station surrounded by inaccessible plots, large parking areas, broken footpaths or single-use developments cannot produce the full benefits of transit-oriented growth. The district around the station matters as much as the rail line itself.

Mixed-Use Development Can Reduce the Geography of Daily Life
Modern metropolitan planning has often separated cities into specialised districts: residential enclaves in one direction, office clusters in another, institutional campuses elsewhere and retail concentrated along major corridors. Such separation may appear orderly on a master plan, but it generates enormous daily movement.
Seoul’s move towards more flexible land-use planning offers an alternative. Its 2040 framework proposes moving beyond zoning practices that rigidly divide residential, industrial and green areas, allowing more complex combinations of urban functions.
This is particularly relevant to India because many traditional neighbourhoods already demonstrate the value of proximity. Housing, markets, services and community institutions have historically coexisted at a fine grain. Many newer developments, by contrast, have replaced this complexity with gated residential compounds and isolated office parks.
A contemporary compact city need not reproduce historic neighbourhoods literally. It can, however, retain the principle that everyday functions should not be separated by unnecessary distance. Mixed-use architecture can bring employment closer to housing, keep streets active beyond office hours and reduce journeys that depend on private vehicles.
Walkability Is the Test of Whether Density Actually Works
The most revealing measure of a compact city is not its skyline but its pavement.
Two destinations may be only 600 metres apart on a map and still feel disconnected if the route includes unsafe crossings, blank compound walls, missing footpaths or excessive traffic. Conversely, a dense district becomes far more usable when streets are shaded, crossings are frequent, ground floors are active and transit entrances connect directly to pedestrian routes.
This is especially important for Indian cities, where mobility debates often focus on metro construction and road capacity while the first and last few hundred metres of a journey receive less design attention.
India’s TOD policy places pedestrians and cyclists at the centre of transit-oriented districts and advocates finer street networks and safe station access. Without walkability, the compact city loses its principal advantage: proximity.
For architects and planners, setbacks, entrances, ground-floor uses, shading and block dimensions determine whether density becomes genuinely accessible.
Public Space Becomes More Valuable as Cities Become Denser
High-density development creates pressure to maximise commercially usable land. Yet compact cities require public space precisely because private space is limited and large numbers of people share the same urban environment.
Seoul’s Cheonggyecheon restoration remains one of the clearest examples. The project transformed a central-city corridor dominated by major road infrastructure into a restored stream and green public realm. The World Bank has highlighted Cheonggyecheon as an example of urban regeneration that replaced an elevated highway environment with green public space while supporting a more diverse downtown setting.
Its relevance for India lies in a broader principle: public space must be treated as urban infrastructure. Parks, plazas, shaded streets and green corridors support recreation, social interaction and pedestrian movement, all of which become more important as density rises.
In cities where land values are high, open space can easily be treated as residual. A compact-city approach reverses that logic: the denser the district, the more deliberate its public realm must become.

Vertical Growth Must Remain Connected to the Street
Indian metropolitan development is becoming more vertical, driven by land scarcity, redevelopment and the value of well-connected locations. Yet high-rise construction alone should not be confused with compact urbanism.
A cluster of towers surrounded by podium parking, boundary walls and vehicle-oriented roads may be physically dense while remaining functionally disconnected. Residents can still be forced to travel considerable distances for work, education, shopping and recreation.
The stronger model connects height with transit capacity, active ground floors, public amenities, walkable streets and usable open space. Architecture must contribute to the neighbourhood rather than operate as an autonomous object within it.
This is particularly relevant around Indian metro and suburban railway stations. Additional FSI can concentrate growth near transport, but its value depends on what happens at ground level. A successful transit district is ultimately experienced through streets, crossings, public spaces and the uses between the station and the building.
Indian Metros Need Their Own Version of the Compact City
The most useful lesson from Seoul is not a particular density target, building type or transport technology. It is the integration of systems.
Mumbai can strengthen mixed-use growth around established rail and metro nodes while improving pedestrian space. Bengaluru must better connect employment centres and residential growth with public transport. Delhi must reconcile transit investment with neighbourhood accessibility, while Hyderabad, Chennai and Pune can shape development along newer transport corridors before peripheral sprawl becomes harder to reverse.
Each city therefore requires a compact-development model rooted in its own climate, housing market, street culture and governance structure. Indian urbanism also includes informal commerce, mixed-income communities and active street economies that cannot simply be removed in pursuit of an imported planning ideal.
The stronger approach is to combine the logic of compact development with the realities of Indian metropolitan life.
The Future Is Not Simply Denser, but Better Connected
Seoul’s experience carries a timely message for Indian cities. Urban growth does not become sustainable merely because development is concentrated, nor does a city become efficient because its skyline rises.
Compact city architecture succeeds when density shortens distances, transit becomes the backbone of neighbourhood growth, mixed uses reduce unnecessary travel, and public space protects the quality of everyday urban life.
India already possesses many of the policy ideas required to pursue this direction. The harder task is coordinating transport agencies, planning authorities, municipal bodies, developers and designers so that compact, walkable and mixed-use principles become visible on the ground. India’s national TOD framework already establishes many of these priorities, including integration of transport and land use, walkability and compact development around transit.
For Indian metros confronting congestion and land scarcity, the question is no longer whether cities will become denser, but what kind of density they will create.
Seoul suggests that the strongest urban future is not one in which people are simply placed closer together, but one in which the essentials of metropolitan life are brought closer to them.
