Azabudai Hills is one of Tokyo’s clearest contemporary experiments in the idea of a “modern urban village.” Opened in 2023, the central Tokyo development combines offices, residences, shops, a hotel, cultural spaces, an international school and medical facilities within a compact district. Its official concept describes a plaza-like neighbourhood surrounded by greenery and focused on “Green & Wellness.”
Rather than treating landscape as leftover space between towers, the project places a large central plaza and extensive greenery at the heart of its master plan. High-rise buildings are combined with lower, landscaped structures and walkable routes.
The development covers approximately 8.1 hectares and includes about 24,000 square metres of green space. It demonstrates how vertical density can concentrate built floor area while releasing more of the ground level for landscape, pedestrian movement and shared amenities.
For architects, Azabudai Hills offers a powerful urban design model: build vertically, but invest heavily in the spaces between buildings. The success of the neighbourhood depends not only on its towers but also on its gardens, public routes, shops, cultural facilities and places for gathering.
However, the project also raises questions about affordability, exclusivity and privately managed public space. Critics argue that major redevelopment projects can replace traditional neighbourhoods with expensive, carefully controlled environments that may not serve every resident equally.

Resilience Is Part of Everyday Urban Design
Japan’s exposure to earthquakes has made structural safety, emergency planning and infrastructure resilience central to architecture. In Tokyo, vertical neighbourhoods must support both daily activity and people during moments of disruption.
Large mixed-use developments frequently include emergency power systems, water storage, evacuation spaces and supplies for people unable to return home during a disaster. Toranomon Hills includes emergency provisions, water wells and backup electricity generation, while Azabudai Hills has systems designed to maintain essential power and heat during emergencies.
Neighbourhood resilience also depends on connected streets, accessible open spaces, clear circulation and local facilities that can continue supporting residents. A structurally safe tower is important, but it cannot create a resilient community on its own.
Resilient urban design should therefore not be added after a project is complete. It must shape public spaces, mixed uses, circulation systems and the relationship between buildings and infrastructure from the beginning.
Green Space Must Move Upward and Across the City
As land becomes more valuable, dense cities cannot rely only on large conventional parks. Tokyo increasingly integrates planting into terraces, rooftops, courtyards, podiums and elevated pedestrian routes, creating a distributed green network.

Tokyo’s greatest lesson is not that every city should copy its towers, railway systems or architectural language. Its value lies in the principles behind them.
Dense urban neighbourhoods work better when they combine different uses, prioritise public transport, support walking, preserve a fine-grained street edge and treat the ground level as shared civic space. They become more liveable when greenery, resilience and everyday services are integrated into the same urban structure.
Tokyo also warns against assuming that every form of density is automatically sustainable. A tall building can still be disconnected. A mixed-use development can still be unaffordable. A landscaped plaza can still feel private.
The quality of vertical urbanism ultimately depends on who can access it, how it meets the street and whether it strengthens the wider neighbourhood. Density should expand opportunity rather than simply increasing property values or building heights.
The Future of Dense Urban Living Is Layered, Not Merely Tall
Tokyo’s vertical neighbourhoods prove that a dense city can remain complex, convenient and deeply human. The city succeeds when architecture, mobility, commerce and public life overlap rather than operate as separate systems.
For rapidly urbanising cities, especially across Asia, the most useful takeaway is to design density as an experience rather than a statistic. The goal is not simply to fit more people into less land.
