The Biju Janata Dal’s new headquarters in Bhubaneswar breaks away from the stereotypical perception of political buildings. Designed with a people-first approach, this three-storey structure champions inclusivity, transparency, and regional identity. Initially conceptualised as a five-storey mass, the revised, more grounded form maintains a stronger street presence, ensuring better civic engagement. Set on a raised plinth that doubles as a stage for community gatherings, the building encourages interaction and softens the traditional boundary between institution and citizen. With open-plan office layouts, climate-sensitive design, and crafted facades rooted in Odisha’s traditions, the project reflects the party’s grounded ethos and forward-looking ambition. Every aspect—from material choices to spatial hierarchy—aligns with local culture and environmental responsibility, transforming this into not just a workplace, but a living representation of the party’s core values.

Design Highlights :

  • A reduced building mass for street-level connectivity
  • Laterite stone reliefs reflecting Odisha’s agrarian and weaving culture
  • Raised public plinth for social events and accessibility
  • Ribbon windows and overhangs for light and climate control
  • Open-plan offices encouraging collaboration
  • Use of dhokra and khondalite for regional employment & craft revival

Summary:
This new political campus in Bhubaneswar redefines institutional architecture by bringing people into its fold, both literally and symbolically. Through its earthy laterite facade, climate-responsive techniques, and contextual artistry, it builds a narrative of rootedness and renewal. By incorporating local crafts like dhokra metalwork and sambalpuri patterns, and adopting sustainable strategies, the design not only enhances user comfort but also reinforces cultural pride. It’s an architectural statement of Odisha’s political identity—honest, inclusive, and deeply regional.
